Merge Points

Not everything is stored in source code - i.e. ActionServlet in web.xml.
Each generated artifact (i.e. web.xml, struts-config.xml) has several merge-points.
Often documented (as comments) in generated artifacts.
For example, struts-config.xml has:
struts-data-sources.xml struts-forms.xml global-exceptions.xml global-forwards.xml struts-actions.xml actions.xml struts-controller.xml struts-message-resources.xml struts-plugins.xml
