How to add a new item to the right hand side menu.

1. Edit web/common/menu.jsp
2. Edit web/WEB-INF/menu-config.xml -- links the name in menu.jsp to the page (URL -- aka action) and to the resource key
3. edit web/WEB-INF/classes/ApplicationResources_en.properties and the other language properties too -- maps the resource key to what is displayed on the screen.
4. Add your new struts-action to the system. I'm still using metadata/web/struts-actions.xml merge point.
